Do I need an account, and who gets checked?
No account: the amount and your USDT address on mainnet are the whole form. The person swapping is not checked at all. Automated screening looks strictly at the funds that come into the deal, and a deposit that does not clear it stops the exchange and goes back to an address the sender controls.
